Independent uptime history for Crosstabs

This public monitor runs on GitHub infrastructure and probes production web health, the AI headless-surface contract, MCP OAuth resource discovery, MCP initialization, the public tool catalog, a deterministic rich result, and the MCP App widget resource every five minutes. Synthetic probes use one fixed aggregate matrix and never respondent data. A public alert drill proves bot creation, operator assignment, and recovery closure; human mobile-push receipt remains explicitly uncertified.
